Creating a setting surrounded by charismatic or rough-and-tumble individuals of various backgrounds and motives requires a granular understanding of the bits that make up their everyday surroundings.
What in this setting drives those who are rough-around-the-edges? What brought them into this lifestyle?
How do these people talk to each other? Do they take up specific slang? What are some vocabulary pieces unique to their surroundings?
How do they dress? How do different types of dress signify profession or social group, and what details tell us about their personality?
What weapons do they wield? What does their weapon of choice say about how they approach conflict?
Additional prompts for you: … Does your world have any enigmatic criminals or outlaws? How does the seedy underworld or backwater of your world function? Does magic or the supernatural play a role? What other noir-esque archetypes exist?
